What is Transform-ER’s Retrofit Rulebook
This Retrofit Rulebook brings together the Transform-ER consortium’s experience, industry research and on-the ground learning and sets out common rules and clear guidance for high-quality home energy upgrades at scale.
It provides a shared framework for how the many parts of the retrofit ecosystem can work together effectively and is designed to be a living resource and can be updated as we all learn, improve and innovate.
The Transform-ER Retrofit Rulebook sets out common rules and guidelines for collaboration across the retrofit sector… The consortium does not intend it to be the final word. It is a starting point – a living resource that will evolve as we all learn, improve and innovate.

- building a pipeline of retrofits
- adoption of innovation and technology such as AI and other digital toolsets
- the role of alliancing business models for the future operating model for Transform-ER.
Rulebook sections
The Retrofit Rulebook was researched and developed by the MTC – (Manufacturing Technology Centre) with input from other project partners and industry experts as part of our Innovate UK funded project (2023 – 2025).The information was up-to-date as of October 2025 and we aim to periodically update as our work progresses.
