The Transform-ER Retrofit Rulebook (Version 1) is an output from the UKRI Transform-ER Programme, led by Energiesprong UK. The Manufacturing Technology Centre (MTC) has acted as lead author, aiming to document the progress made through Research and Development (R&D), lessons learned, best practice and ultimately documenting the mandatory rules defined by the Transform-ER consortium as part of developing a standardised approach to reaching retrofit at scale.
This Rulebook reflects the findings of the Transform-ER consortium during the R&D phase. It is not statutory guidance, nor an industry standard, and does not represent the full extent of knowledge on Retrofit within the UK. It should be read alongside existing industry guidance and used only by suitably qualified and competent professionals.
This Rulebook does supersede any British or European Standards. It does not contradict or preclude compliance with BSI standards PAS 2035:2023 or PAS 2030:2030. Future versions may be published as the programme evolves, and further evidence becomes available.
